What is the best tool for creating these pages? When I look at WordPress, it seems the higher-priced packages offer extra features rather than just more websites. I only need simple, flat websites.

You just need a hosting service. A single tool will be limited to your one domain.
With a free plan, there will be limits on domains. I think you need a web hosting service that allows you to host unlimited domains.

You could collaborate with an agency to create a custom CMS with modules for quickly generating pages. I had this done for WordPress and was also considering Contentful.
